On 9 and 10 June 2020, the National Council debated the total revision of the CO2 Act. The outcome of the debate is controversial for our industry:
- Positive for us: The National Council adopted the Council of States' version of the compensation obligation for fuel importers and the associated replacement levies. Specifically: 15 1TP3 tonnes must be offset for the years 2022 to 2024, and 20 1TP3 tonnes from 2025 to 2030. The compensation levy increases from CHF 160 to CHF 320 per tonne of CO2.
- Negative for us: With regard to tax relief, the National Council does not want an extension until 2030, but until 31 December 2023 at the latest, as decided in December 2019. There is now a difference here with the Council of States, which wants an extension until 2030.
We will now analyse the situation together with our alliance and prepare for the settlement of differences during the autumn session.
